As you level your officer and put points into a skill (skill = accuracy, reload, torp, maint etc) the skill bar of the combined officer skills goes up on the left.  Its mainly red because the base moral is at 120% and your officers are likely not at 200% unless you invested the gold or credits to get it higher.  I had noticed that if i have all my officers on one skill that the total bar on the left fills to the max before the officers are at level 100.  The main question here is how many combined skill points does it take to fill the combined skill bar and presumably max that ability for that ship?

Lets take a sub for example how many weapons officers should i use?  If i level them all to 100 and max the moral at 200% will that give me the best reload possible or should i get all 5 and max them?  I know with all 5 i am way past the max shown on the left of ship info.
