How is that,  a way to balance the game? For IJN who the damage only depends in their torps, or you upgrade the damage to be at pair versus other nations or increase the damge for torps again.

Just an Example:

CL KUMA: 5.5" 1X7 (HE:987 DMG)  

CL LEANDER 6" 3X4 (HE:1152 DMG) Loadable aircraft

CL ATLANTA 5.5" 2X8 (HE:773 DMG)

CL KONIGSBERG 5.9" 3X3 (HE:1109), 3.46" 2X3 (HE:549 DMG) Loadable aircraft

Balanced? i don't think so.

Please i beg you, increase the damage of torps to the original damage.
