How to be an effective CA player. Simple, grind a BB and enjoy. CA are currently the worst kind of ship class in the entire game. Recently receiving unwarranted nerfs to reload, view range and landing forces. However, they did a receive a buff to HP making them the ship class with the most health. What does this mean? Absolutely nothing as most other classes received a buff to dmg. Making the large size, slow CA with no armor just dmg piñatas. BB's can annihilate half your HP in 1 salvo, CL's can torp and out DPM you, while DD's dance around you and also out DPM you. Meanwhile your slow to reload guns do innefectual dmg and they fire 3 to your 1 salvos. Just avoid this wreck of a ship and jump on the BB bandwagon. Matches are already decided not by skill but by which side has the most scout planes and especially more BB's.

Please note that CA's are support ships not frontline fighters but even as support they just suck. Your guns are hampered by crappy accurracy and worse dmg and reload. Meaning that at maximum range your 1 shot is a moot point as a BB just hitting with 1 shell does 3-4 times as much dmg as you do while still maintaining the range advantage. (Not a complaint on BB range just a fact.) Also you are hampered by the Worst of all view ranges for all surface ships. Which means that you are dead if you don't have a scout plane. So good luck with that. Not to mention the whole point of a support ship having the worst view range of all, baffles anyone with any normal working thought process.
