Kongo is not Kongo if it is not fast

I just hope that its speed can be increased by 4 knot (making it near 30 knot with armours)

or 31-32 knot without armour

then maybe other aspects can be nerfed for balance

For instant Fuso and Kongo having similar speed is really unacceptable to me
