Make those scout planes like the commander's vision skill. Reveal a certain area for y seconds every x seconds. As for bombers and fighters,they can still remain their constant sight,  just reduce their vision range to like SS in depth 5 before the patch , so you can't really use them as scouts.

It would improve the importance of DD & CL as well as to encourage CV to use transport plane and scout plane for capping and vision.
It would also discourage people to lower the altitude of the plane as it might accidentally hump into enemies ship and get killed by the AA.
