Yesterday I spent $10 on 10 advanced training for my officers which is advertiesed to give 0.5% - 10% increase to officer moral. My question is, why is it that the most i got out of all 10 of those advanced training supports was only 1.5%. I honestly feel cheated from the exchange. :/
