A CV can park a fighter or a recon on top of a BB the entire game. Since there is no option to equip AA, that means forever scouting for the CV. As long as there will be matches made with only one CV in the game there should be more of a challenge to attain such an advantage.  

Some sort of Anti Air easily available for most ships?

Plane vision nerfed? Plane speed nerfed? Plane fuel/distance nerfed?

Maybe make planes more available to early BBs to even the playing field?
