I have the advance training to apply to an officer, but when i try to apply it to my officer it wont let me. Doesnt even show up actually. Am i missing something? or a bug?

Tried using it in supply depo, tried taking them off my ship to apply it. 

Tried in battle stations ect. Cant get it to work.
